Why Choose Canada for Higher Studies?
Canada offers an enviable combination of high academic standards, safe multicultural cities, and structured post-study immigration pathways. By enrolling in accredited public Designated Learning Institutions (DLIs), students qualify for open work permits and lucrative industry internships.
Graduates can transition smoothly from a Student Visa to a Post-Graduation Work Permit (PGWP) of up to 3 years, and subsequently leverage their Canadian work experience to claim significant CRS bonus points for Canada Permanent Residency through the Canadian Experience Class (CEC) or Provincial Nominee Programs (PNP).

Designated Learning Institutions (DLIs) & Certified Programs in Canada
Enrolling in an authentic, government-certified Designated Learning Institution (DLI) is the single most critical foundation for Canadian visa approval, Provincial Attestation Letter (PAL) issuance, and up to 3 years of post-graduation work rights.
Zero risk from unaccredited private licensing arrangements
Provincial Attestation Letters reserved with partner institutions
Open Canadian work authorization for PR express entry points
Authorized part-time earnings during active academic terms
What is a Designated Learning Institution (DLI)?
A Designated Learning Institution (DLI) is an educational institute formally authorized by a Canadian provincial or territorial ministry of higher education and recognized by Immigration, Refugees and Citizenship Canada (IRCC) to enroll international students.
Every genuine Canadian institution has an official DLI Number (a unique code beginning with the letter O followed by 10 or 11 digits, e.g. O19395536013). A study permit application submitted to IRCC without a valid DLI number on the Letter of Acceptance (LOA) is automatically refused.
Crucial Rule: Not All DLIs are PGWP Eligible
Under recent IRCC directives, curriculum licensing agreements (private institutions delivering public college curriculum) are strictly ineligible for Post-Graduation Work Permits. At Inspire Education, we verify 100% public DLI status to guarantee that your credential qualifies for post-study work rights and Canada PR pathways.
Furthermore, under IRCC's updated labor market framework, college graduates must complete programs aligned with in-demand national shortages (STEM, Healthcare, Skilled Trades, Transportation, and Agriculture) to secure their PGWP, whereas university master's degree graduates qualify unconditionally for the full 3-year PGWP across all fields.

Frequently Asked Questions About Studying in Canada
Learn about DLI college selection, Provincial Attestation Letters (PAL), 3-year PGWPs, and Express Entry PR pathways.
IRCC has introduced an intake cap on study permits requiring college and undergraduate university applicants to obtain a Provincial Attestation Letter (PAL) issued by the province through their Designated Learning Institution (DLI). Master's and doctoral degree programs are exempt or prioritized. Inspire Education ensures you apply exclusively to high-priority DLIs with guaranteed PAL allocations.
Graduates of 2-year academic master's, bachelor's, or designated STEM/healthcare college programs at public DLIs are eligible for up to a 3-year open Post-Graduation Work Permit (PGWP). Effective 2024, graduates from master's degreesโeven those under 2 yearsโqualify for the full 3-year PGWP, maximizing Canadian work experience for Express Entry PR.
IRCC accepts IELTS Academic (minimum overall 6.0 with no band less than 6.0 for most programs, or 6.5 for competitive master's), PTE Academic (minimum 60), TOEFL iBT, and CAEL. For fast-track processing, certified scores must be submitted alongside your unconditional DLI offer letter.
Average annual tuition ranges from CAD $16,000 to $32,000. Under current IRCC regulations, students must purchase a Guaranteed Investment Certificate (GIC) of CAD $23,448 to prove living expenses for the first year, deposited with an approved Canadian financial institution (Scotiabank, ICICI Bank Canada, CIBC, or SBI Canada).
A Designated Learning Institution (DLI) is a Canadian post-secondary school, college, or university approved by its provincial or territorial government to enroll international students. Every certified institution is assigned an official IRCC DLI number (starting with 'O'). A study permit application will be automatically rejected by IRCC if the Letter of Acceptance (LOA) is not issued by a certified DLI.
No! Simply having DLI status does not guarantee PGWP eligibility. Graduating from private colleges or public-private curriculum licensing arrangements does not qualify for a PGWP. Only public post-secondary institutions (public colleges, polytechnics, and universities) offer PGWP-eligible programs. Furthermore, under recent IRCC regulations, college program graduates must complete programs in national labor-shortage sectors (STEM, healthcare, skilled trades, agriculture, transport), while university Master's and Doctoral graduates qualify for the full 3-year PGWP across all disciplines.
Under recent IRCC regulations, undergraduate and college diploma applicants must obtain a Provincial Attestation Letter (PAL) from the province where their Designated Learning Institution (DLI) is located before applying for a study permit. However, Master's and Doctoral degree applicants are exempt from PAL caps and qualify for full 3-year Post-Graduation Work Permits (PGWP) regardless of course length.
Yes. Under updated IRCC rules, graduates of master's degree programs of even 1 year duration now qualify for a full 3-year PGWP, provided they meet all other eligibility criteria. This significantly speeds up the pathway to accumulating Canadian work experience for Express Entry PR.
